Position Description

Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Like its namesake, we are known for an innovative culture, dynamic environment, and future-mindedness. Chaffey College celebrates the diverse communities we serve. As a federally recognized Hispanic Serving Institution (HSI) Chaffey's student population includes over 62% identifying as Latinx, 17% White, 8% African-American/Black, 6% Asian, and smaller percentages of Filipino (2.8%), Native American (0.40%), Pacific Islander (0.30%), or decline to state (2.82%). Furthermore, 40% of our students are first-generation college students, and approximately 62% of students are eligible for some form of financial aid. The current student population identifies as 62% female and 36% male with smaller percentages who either decline to state or identify as non-binary. Approximately 5% of Chaffey's students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Turning Point, Success Centers, GPS Centers, and BLOOM training.
Under the direction of the Superintendent/President and the Associate Superintendent of Instruction and Institutional Effectiveness, plan, organize, control, and direct the projects and activities of the assigned unit; provide leadership for managers and staff in the programs and services as assigned. Perform the statistical and analytical work associated with the collection, review, analyses distribution, and presentation of information. Design and implement data collection systems; compile, analyze and distribute research data in appropriate form to the college community; and develop rigorous analytical studies.

Responsibilities

RESPONSIBILITIES RELATED TO GENERAL DUTIES:
Serve as administrative representative on committees;
Provide orientation, in concert with appropriate administrators and staff, to areas of responsibility;
Participate in state, regional, and national activities to maintain a leadership position vis--vis emerging theory, research, and practices;
Plan, organize, control, and direct assigned units;
Provide leadership for program development and work directly with assigned departments to plan; set priorities for resource needs; provide program analysis and multi-year educational plans and participate in strategic and long-range instructional planning for the district;
Develop the unit budgets and manage financial resources consistent with district policy and sound financial management principles;
Evaluate managers and classified staff in accordance with proper management practices and implement articles of collective bargaining agreements;
Maintain current knowledge of new developments and innovations in community colleges and higher education in general; recommend changes to maintain relevance of unit programs and to meet student and community needs;
Assure proper use and security of assigned facilities, equipment maintenance, and compliance with health and safety regulations;
Organize and chair meetings, lead workshops, facilitate group discussions and involve faculty and staff in idea generation, goal setting, and decision-making;
Prepare reports and presentations as necessary to various groups with the district, community and state;
Prepare strategic plans and statements of goals and objectives for areas of responsibility.
Perform other duties as assigned.

RESPONSIBILITIES RELATED TO INSTITUTIONAL RESEARCH:
Select, adapt and apply appropriate quantitative and qualitative research design and statistical tools and techniques to all areas of study which include, but are not limited to, student success, prerequisites, assessment, staffing patterns, program evaluation, program cost-effectiveness and efficiency, program and services review, planning, curriculum, grant applications, accreditation, student outcomes and follow-up, student and staff characteristics, data integrity, and state and federal reporting requirements;
Organize and present research-based information, provide clear and effective analyses and interpretation in narrative, tabular, graphical, and oral modes. Produce and distribute periodic reports on district characteristics. Disseminate research findings effectively to the campus community;
Prepare analyses and studies of college and community demographics, population projections, staffing reports and projects and efficiency measure projections and updates; collect, organize and analyze data from reports utilizing spreadsheets and statistical programs and maintains databases;
Support and coordinate the development and maintenance of an institutional research strategic planning process, including long-range planning in coordination with management, faculty, staff and students;
Remain informed of state and federal legislative actions that have implications for research and evaluation programs at the community college, regional, state and national level; examine community college system, service area, region, state and national data and trends to determine possible impact on the district and the populations it serves;
Prepare data and process information from MIS necessary for timely Chancellor's Office, state and federal government mandated reports; generate and provide data for accountability reports (i.e., IPEDs, attendance apportionment reports, etc.); develop statistical comparisons, including the Fact Book; and develop and maintain a collection of data and reports to support program accreditation;
Conduct statistical, demographic, and empirical studies for the district's matriculation process including, but not limited to assessment, placement, follow-up, validation of pre-requisites, validation of assessment instruments and cut scores; identify test bias and disproportionate impact;
Utilize accurate statistical procedures and sampling techniques for institutional research projects; assure high levels of confidence and reliability of results;
Design, conduct and consult others on a variety of projects relating to district outcomes, effectiveness and decision-making;
Design survey instruments, coordinate a variety of surveying activities, summarize and prepare survey results and reports;
Translate technical research data, findings, and reports generated by external agencies and present implications and limitation of studies as they pertain to the institution;
Evaluate regularly the computer system, software and other resource needs of the institutional research office. and recommend enhancements as needed;
Serve on state-wide research and planning committees; participate in shared governance through service on college governance and other committees; present plans, outcomes and findings at regional, state and national conferences.
RESPONSIBILITIES RELATED TO POLICIES AND ADMINISTRATIVE PROCEDURE:
Oversee all aspects of the governing board policy and administrative procedure review process;
Monitor applicable educational, state, federal, and other regulatory codes in order to ensure that all policies and administrative procedures comply with state and federal laws; determine resulting implications for the District;
Ensure that all policies and administrative procedures are updated in a manner that is consistent with the governing board policy and administrative procedure review schedule;
Notify appropriate administrators and district personnel of needed policy revisions and work to ensure that suggested revisions are disseminated through the district's shared governance process;
Oversee modification of governing board policies and administrative procedures as needed; coordinate dissemination and sharing of revised policies and administrative procedures with appropriate shared governance constituency groups; communicate changes and intent of changes to administrators and district personnel;
Prepare governing board policy agenda items, including all supporting documentation;
Attend annual Policy Subscriber Workshops offered by the Community College League of California (CCLC); maintain currency on legally-required, legally-advised, and suggested as good practice governing board policy and administrative procedure updates; provide recommended updated language and new policies/procedures to appropriate shared governance groups for review;
Meet with and communicates governing board policy revisions/updates to Governing Board Policy Liaison prior to lodging of revised/updated policies as information items at governing board meetings; research and incorporate policy revisions as recommended by governing board;
Participate in various regional and state forums and organizations related to community college research and policy and procedure.

RESPONSIBILITIES RELATED TO GRANTS:
In consultation with district leadership, determine which grants will be pursued by the district and ensures that the district grant approval process is followed;
In collaboration with district leadership, direct and oversee complex and varied grants that support district goals; provides leadership for and implements an aggressive district grant development agenda;
Identify and clarify grant objectives and determine the scope of grant projects;
Develop processes to identify institutional priorities and match institutional and external funding requirements;
Provide technical assistance to grant project directors, college faculty, managers, and financial services staff to ensure all grant submissions adhere to relevant federal, state and local regulations;
Monitor changes, best practices and trends in the resource development environment (regulatory, political, higher education, economic, etc.) and determines resulting implications for the Grants Office and the district;
Assist college staff in preparing grant proposals according to established procedures; research, collect, read and summarize background information;
Design evaluation research component of grant proposals;
Edit grant proposals for clarity, accuracy, timeliness and strategic approach;
Represent the college at state, regional and national meetings related to areas of resource development.

Qualifications

MINIMUM QUALIFICATIONS

Possession of a master's degree with emphasis on organizational or education research and design; and
One (1) year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment; and
One (1) year experience in applying complex statistical and research methods, excellent oral and written communication; and
Knowledge of research and design, including standard statistical procedures related to sampling, correlational analysis, projections, instrument design, grant development and qualitative measures applied to educational and social research; and
Demonstrative ability to use standard statistical software packages; and
Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of a community college environment. Knowledge of:
Higher education in community colleges, including the mission of the California Community Colleges;
Multiple methods of instruction, including distance education
Course articulation;
District organization, operations, policies, and objectives;
Policies and objectives of assigned programs and activities;
Principles and practices of administration, supervision, and training;
Budget preparation and control;
State reporting system and procedure;
Community college instructional programs principles, practices and procedures;
Applicable laws, codes, regulations, policies, and procedures. Ability to:
Plan, organize, direct, and evaluate the activities and personnel of the assigned area;
Develop and evaluate comprehensive plans to meet current and future needs of the assigned area;
Apply current and emerging information, networking, and technologies for the unit;
Manage a facility and equipment; develop and effectively manage a budget;
Train, supervise, and evaluate personnel;
Apply and use effective interpersonal skills (tact, patience, courtesy);
Communicate effectively, both verbally and in writing;
Work effectively with students, faculty, and staff at all levels of the college's organization;
Interpret, apply, and explain rules, regulations, policies, and procedures;
Work effectively with students, faculty, and staff from multi-cultural backgrounds and promote access and equity;
Maintain current knowledge of program rules, regulations, requirements, and restrictions;
Analyze situations accurately and adopt an effective course of action;
Meet schedules and timelines;
Plan and organize work;
Work cooperatively and coordinate projects with other administrators and staff to offer effective services to students;
Evaluate and support faculty and staff recommendations for program improvements and/or new service efforts;
Identify resources and develop grant or special projects applications;
Work independently with limited supervision.
DESIRABLE QUALIFICATIONS
Ph.D. from an accredited institution, with emphasis in areas of research and evaluation.
Work as a team member on projects related to college planning, institutional research/evaluation and grant/proposal development.
Evidence of appropriate academic preparation or significant administrative experience in the areas of leadership, organization, planning, development, staffing, budget management, evaluation, and supervision reasonably related to the administrative assignment. Commitment to the philosophy and value of institutional collaborative governance based upon a genuine sharing of responsibility.

CONDITIONS OF EMPLOYMENT
This is a full-time, 12-month, management position, Level II, Range 32 of the Management Salary Schedule with starting salary of Step A, $13,830/month. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.
