Job Summary/General Purpose of Job

  • Accountable for management and oversight of the National Qualified Representative Program (NQRP) in accordance with guidance provided by the Executive Office for Immigration Review. This position will require frequent provision of direct legal services to detained individuals who may have experienced trauma.
  • In accordance with the federal policies and contractor funding requirements, clearance of federal background checks will be required for this position.

Principal Duties/Job Responsibilities

  • Directs and supervises NQRP services provided to individuals in removal proceedings. Responsible for coordinating and planning the different levels of NQRP services to be provided at local immigration courts with stakeholders and in line with NQRP contract.
  • Collaborates with supervising or managing attorney to establish protocols and policies on service delivery, detention facility interaction, contract and grant compliance, immigration court representation, data reporting, and the development of complementary services.
  • Ensures that legal services are provided in accordance with law, including relevant legal ethics and rules of professional responsibility, and in accordance with deadlines and requirements established by funding agreements.
  • Responsible for building and maintaining relationships with multiple stakeholders, legal service providers, advocacy groups and funders, governmental and non-governmental.
  • Serves as primary point of contact with multiple stakeholders, legal service providers, advocacy groups and funders. Directs program activities which significantly influence successful relationships with stakeholders, legal service providers, advocacy groups and funders. Collaborates with grants team to complete reporting requirements.
  • Responsible for supervision of NQRP staff. Must stay current with changing immigration laws and procedures as they apply to detained adults in removal proceedings.
  • Performs other related duties as required.

Required Education, Qualifications, Experience

  • Juris Doctorate (JD) degree or Master of Law (LLM) degree from an ABA-accredited law school.
  • Licensed to practice law in a U.S. state or territory with current Bar membership in good standing.
  • Prior experience communicating with program funders/managers.
  • Two years prior immigration law experience. At least one year experience working with clients with serious mental health illness.
  • Experience managing legal employees including a team of employees which must have included delegating assignments, training, and feedback.
  • Intermediate proficiency with Adobe and Microsoft Office products (Word, Excel, OneDrive, Teams, PowerPoint).
  • Must be familiar with conducting virtual meetings, training, and observations on software such as Zoom, Teams, etc.
  • Must have reliable transportation to travel between office and off-site work locations.
  • Ability to travel to and enter immigration detention centers. This position will require the provision of legal services to detained adults at an immigration Detention Center.

Preferred Education, Qualifications, Experience

  • Prior work experience working with immigrant communities, incarcerated individuals, and individuals who have mental illnesses.
  • Written and verbal fluency in English and Spanish.
  • Previous experience representing detained immigrants in removal proceedings.

Extent of Travel Required in the Job

  • Frequent local travel including visits to an immigration detention center and local immigrations courts.
  • As a normal course of business, this job will typically require travel of less than 40% of the time.
